Conservation Commission Minutes 07/06/11
FINAL
Present for the Conservation Commission and attending the meeting were:  Pam Goff, Sandy Broyard, Dick Smith, Donald Poole, and Chuck Hodgkinson.  Chris Alley also attended.  Richard Steves, Caitlin Jones, Wes Cottle and Bruce Bartels were absent.  The meeting came to order at 12:32 PM.  Ms. Goff was appointed as acting Chair.  The site visits for today’s meeting were made on July 5.  

RFD CHRIS ALLEY FOR JAMES AND JOAN MALKIN; 10 Tilton Cove Rd.;   AP 25-125:  Mr. Alley explained the current water well is working but wasn’t sure how long it will last.  He then explained how the owners would like to have the permits in place with the Board of Health and Conservation Commission should a new well be needed.  The plan would be to backfill the existing well with neat concrete or bentonite; dig a new well approximately five feet from the current one.  Minor trenching will be needed to tie into the existing water and power lines.  The work will be done in the buffer zone of a bordering vegetated wetland and pond.  Hay bales and silt fencing will be installed between the well and resource areas before work begins.  The Commission asked if there is an alternative location that is not within its jurisdiction.  Mr. Alley said there may be one but it would require all new trenching, water and power lines to the house.  After brief discussion a motion was made for a negative determination with the following special conditions: 1.  The Conservation Agent will be notified before work begins.  2.  If any trenchwork is needed beyond the short trench to tie the new well into the existing water and power lines, the applicant must return to the Commission to review the revised plan before work begins.  The motion was seconded and with no discussion unanimously approved with four in favor.

MARTHA’S VINEYARD COMMISSION (MVC) STORM SMART – COASTAL SHORELINE AND FLOODPLAIN MANAGEMENT PLAN:   The Commission discussed the draft plan outline prepared by the MVC.  The plan calls for an island-wide strategy for managing shoreline erosion with technical assistance from Massachusetts Office of Coastal Zone Management.  The MVC is seeking endorsement of the proposal from the Conservation Commissions in all six island towns.  After brief discussion a motion was made to endorse the plan as outlined.  The motion was seconded and unanimously approved with four in favor.
 
ADMINISTRATION:  

The June 15, 2011 Meeting Minutes were approved as presented by consensus.  Chuck H. reviewed the Coast Guard’s plan to perform several test borings in Menemsha Basin for the foundation of a new boathouse that will replace the one lost in the July 2010 fire.  The Commission acknowledged the activity and determined the Federal Agency is not required to obtain local permits.

With no further business to conduct the meeting adjourned at 12:48 PM.
